What is an application cycle? (citizen)

Some entities accept applications year-round, but others only accept applications during set windows, like April through June. You may only submit an application within the application window. If the entity has a sudden vacancy on one of its boards, it may opt to allow applications outside of the window for the board. You can then submit an application until they decide to stop accepting applications.
